Consideration of selected ethical problems and dilemmas facing policymakers and public administrators.  These include such issues as conflict of interest, confidentiality, deception, whistle-blowing, record-keeping and questions of distributive justice in health care and employment opportunities.  Special attention given to conflicts between expedience and principle inpolicymaking and policy implementation. Readings in political theory and political ethics, as well as cases and commentary.

The course provides historical perspectives on Ukraine's foreign relations and examines the trajectory of its foreign policy since independence in 1991 till the Orange Revolution and beyond. It focuses on Ukraines's relations with its major partners: Russia, Europe and the US, and Ukraine's role at the United Nations. The format of the course will encourage active dialogue and anlytical reflection on the part of the students. It is delivered by a career diplomat and is aimed at both graduate and advanced undergraduate students.

This course examines the tradition of American Political Thought from the Puritans to contemporary theorists. The course focuses on several themes including: the purpose or meaning of American life, religion and politics, capitalism and democracy, the tension between equality and freedom and the relationship between politics, science and religion. Special emphasis is placed on feminist and African-American thought.
